"If you were to ask me if I could go to Hogsmeade now, my answer would be that it's up to you," Belvina said. "It's all up to you."

Harry quickly waved his hand and said anxiously, "I don't plan to leave the school. I wanted to ask if I could ask to see Sirius Black. I have so many questions for him, and I'm afraid I won't have the chance later."

From Harry's perspective, the Ministry of Magic went to great lengths to capture the fugitive Sirius Black, and the next step was either to send him to the Ministry of Magic for trial or to send him directly back to Azkaban.
